Executor runtime/static payment proof

Run: python3 executor-current-runtime/verify_current_runtime_offline.py

The script reads packaged runtime.hex and verifies byte hashes, compiler footer/CID encoding, ten exact instruction ranges, selector dispatch, three calldata-word reads, native-token predicate, native BALANCE/value CALL and subtraction sites. It checks reference arithmetic without executing EVM code.

In the complete evidence pass, sibling collector-corpus and executor-historical files allow it to independently extract signed call8 and compare the exact historical code bytes. The output says whether those sibling checks ran. Without siblings, only the local byte/argument/arithmetic checks run. Collector signature verification is provided by the separate collector verifier.

STATIC-DISPATCH-LISTING.txt and STATIC-DISPATCH-PROOF.json show the manual stack-role interpretation. This is not a compiler rebuild or formal verification. No exact function name or beneficiary owner was recovered. The compiler metadata pointer request returned429 and was not retried.
